There are methodologies available if you want to make a direct approach to potential students. These are summarised below but if you wish more information please follow the links above.
Shared mailing involves mailing schools with sixth forms, and sharing the cost of this mailing with that of other organisations (who will probably be mailing other teachers, so there is normally little conflict). Recent changes have meant that it is now possible to do this sort of mailing for lower costs than ever before.
Solo mail - direct mail on your own. Much higher cost because you have to pay the postage yourself, but the response rates can be higher than shared mailing.
Email - two options now available - you take on a list of general school email addresses (admin@school info@school etc) or you have information transmitted on your behalf to a specialist list to which teachers have subscribed in advance. The latter is a more expensive option and reaches fewer teachers, but has a much higher response rate.
Lists - you can buy the direct mail or email list yourself, and undertake all the arrangements yourself.
